Dr Inshan Meahjohn
Dr. Inshan Meahjohn has spent over twenty years building, leading, and transforming organisations across government, financial services, and technology, working in Trinidad and Tobago, Ghana, Bermuda, Canada, and the wider Caribbean.
Leading national digital transformation at iGovTT
As Chief Executive Officer of the National Information and Communication Technology Company Limited (iGovTT) from December 2022 to November 2025 successfully completing his three year contract. Dr. Meahjohn ran Trinidad and Tobago's lead agency for public-sector digital transformation. He achieved record-breaking profitability in 2023 (his first year) and led the organisation to its highest revenue generation across 2023-2025. His contract management office managed over $400 million in contracts for government ministries, departments, and agencies, while the procurement division processed over $200 million in procurement projects annually.
He conceived, built, and launched the nation's first national digital AI assistant, Anansi, within 100 days of taking office. Anansi connects the knowledge of 32 government ministries into a single intelligent system using natural language processing and large language models, and has served over 42,000 information requests with an 83% satisfaction rating.
Under his leadership, iGovTT won the Inter-American Development Bank's People's Choice Award and President's Awards for Innovation and Service Excellence (Pr.A.I.S.E) in 2023 and again in 2025, the organisation's first international IDB awards in its 16-year history. He represented iGovTT at the White House Global Digital Government Leaders Forum in Washington D.C. (April 2024), joining digital leaders from Canada, Germany, Singapore, the UK, and the United Nations. He also secured a Memorandum of Understanding with IIIT Bangalore and CDPI for the world's first implementation of DPI-as-a-Packaged-Solution (DaaS), making Trinidad and Tobago the first country globally to roll out verifiable digital credentials at national scale.
He led the design and launch of the renewed CARICOM Single Market and Economy (CSME) e-Application Platform in partnership with the Ministry of Foreign and CARICOM Affairs, digitising the Skills Certificate and Right of Establishment application process across all 14 CSME Member States. The platform replaced a paper-based system requiring 12 physical copies of supporting documents, making the process entirely paperless and accessible to Caribbean diaspora worldwide.
He also spearheaded the Cybersecurity Investment Tax Allowance (CITA) platform, facilitating over TT$1 million in approved applications for businesses strengthening their digital defences within its first year. Other platforms under his oversight included employTT (supporting 100+ government entities, processing 152,000 job applications), eAppointment (facilitating 470,000 citizen appointments across 8 ministries), GovPayTT (processing over 233,000 transactions and TT$26.9 million in revenue), and ttconnect (delivering 3,290 Life Certificates at 98.70% customer satisfaction).
Regional insurance and financial operations
Before iGovTT, Dr. Meahjohn served as Vice President of Regional Insurance Operations (Caribbean) at the Pan-American Life Insurance Company of Trinidad and Tobago (PALICTT) from October 2020 to December 2021. He led the entire operations department of 94 people across 12 Caribbean countries, serving 160,000 individual life customers and 80,000 group life customers. The Caribbean region uwith him as VP operations, posted one of the highest pre-tax operating incomes within PALICTT's global footprint in 2021.
Building the entrepreneurship ecosystem at UTT
As Assistant Vice President of Entrepreneurship and Technology Commercialization at the University of Trinidad and Tobago (September 2013 to September 2019), he built the uSTART business incubator and accelerator programme from the ground up, successfully developing over 50 start-ups in clean energy, information technology, agriculture, and fashion. He won seven European Union Development Fund grant proposals valued at US $154,000. He also registered the university's first US patent for an Insulin Mimetic Drug and generated over US $144,000 in income from incubator companies through intellectual property competitions. The President of UTT appointed him to represent the university on the Central Bank of Trinidad and Tobago's Capital Market Development Committee.
Speaking and international conferences
Dr. Meahjohn is an active speaker on digital transformation, AI governance, and digital public infrastructure. He represented Trinidad and Tobago at the White House Global Digital Government Leaders Forum in Washington D.C. (2024), spoke at AccelerateGOV, the Global Government Digital Summit (2025), and presented at Red GEALC (the Inter-American Digital Government Network) meetings in Brazil, Chile, and Guatemala. He also attended the Mobile World Congress in Barcelona (2023) as part of a ministerial delegation and the CARICOM Public Sector Executive Briefing hosted by Microsoft in Miami.
Research and publications
Dr. Meahjohn holds a PhD in Entrepreneurship from the University of Trinidad and Tobago (2023), an MBA in Entrepreneurial Management from the Australian Institute of Business in Adelaide, Australia (2016), and a BA in Business Studies from Glamorgan University in the United Kingdom. He is a Registered Financial Consultant (RFC #13227) with the IARFC.
His peer-reviewed research focuses on entrepreneurship, business incubation, and economic development in Small Island Developing States. His 2020 paper on the global impact of COVID-19 on entrepreneurship has received 62 international citations, over 15,000 reads on ResearchGate, and over 24,000 downloads on SSRN. His 2026 study on business incubation dimensions, published in the Economics and Business Quarterly Reviews (Vol. 9, No. 1), is the first peer-reviewed longitudinal incubation study from the Caribbean.
He is also the author of The Story of the Little Candle, a children's book about resilience and inspiration published by Balboa Press (2020).
In November 2023, Dr. Meahjohn received his PhD certificate from Her Excellency Christine Carla Kangaloo, President of the Republic of Trinidad and Tobago, at the University of Trinidad and Tobago graduation ceremony.
